A new complaint against OpenAI with the Federal Trade Commission

A new complaint has been lodged against OpenAI with the Federal Trade Commission, urging the agency to investigate the organization and suspend its commercial deployment of large language models such as ChatGPT.

The complaint, which was made public by the non-profit research group Center for AI and Digital Policy on Thursday, alleges that OpenAI has violated Section 5 of the FTC Act, which prohibits unfair and deceptive business practices, as well as the agency’s guidelines for AI products.

On Wednesday, CAIDP’s president Marc Rotenberg endorsed an open letter calling for a minimum six-month pause on the training of AI systems that are more powerful than GPT-4.

The complaint was released by the non-profit research group Center for AI and Digital Policy on Thursday and alleges that OpenAI has breached Section 5 of the FTC Act, which forbids unfair and deceptive business practices, as well as the agency’s guidelines for AI products.

The Center for AI and Digital Policy (CAIDP) has described GPT-4 as “biased, deceptive, and a threat to privacy and public safety,” claiming that the large language model does not meet the agency’s requirements for AI to be transparent, explainable, fair, and empirically sound while promoting accountability.

The Center for AI and Digital Policy is requesting that the FTC mandate OpenAI to create an independent assessment mechanism for GPT products before their future deployment. Additionally, the group is advocating for the creation of a public incident reporting system for GPT-4, similar to the agency’s existing systems for reporting consumer fraud. It also calls for the FTC to undertake a rulemaking initiative to develop standards for generative AI products.

Marc Rotenberg, the President of CAIDP, has endorsed an open letter that was widely circulated on Wednesday. The letter called for a six-month halt to the training of AI systems that are more powerful than GPT-4. Elon Musk, the CEO of Tesla and co-founder of OpenAI, and Steve Wozniak, the co-founder of Apple, were among the other individuals who signed the letter.

According to CNBC, There was no immediate response from OpenAI regarding a request for comment. The FTC chose not to provide a comment.
